Standoff Explosives Detection on Vehicles (SED-V)

DHS S&T Explosive Division (EXD) seeks to develop standoff detection capabilities for a wide range of explosive threats. The standoff detection of explosives remains an important, yet elusive, capability requirement for DHS components as well as many agencies in the Department of Defense. Furthermore, there are increasing opportunities for the deployment of standoff detection capabilities within non-government based security industries (i.e. large private corporations, theme parks and sporting venues, hotels and the cruise ship industry, etc.). The amenability of standoff detection technologies to portable configurations greatly expands the possibility of deploying explosives detection measures to non-traditional venues such as political campaign events and mass transit platforms. The Standoff Explosives Trace Detection Program will develop technologies to enable and/or improve screening for explosives and explosive devices. Specifically, these detection systems will allow non-contact, near real-time screening against person-borne and vehicle-borne threats; a capability not currently available for federal facilities. The Standoff Explosives Trace Detection Program will enable new security capabilities for the Federal Protective Service (FPS) and General Services Administration (GSA), with potential applications to a variety of other federal agencies including the United States Secret Service (USSS) and Transportation Security Administration (TSA). This program will develop explosive threat detection technologies for implementation in a variety of operational environments. The Standoff Explosives Trace Detection Program is structured in a phased approach; currently the program is focused on vehicle-borne threats. As core technologies are developed, the Standoff Explosives Trace Detection Program will evolve and implement these capabilities to address person-borne threats.

The purpose of this amendment is to extend the white paper registration deadline and the white paper submission deadline. The white paper registration deadline is hereby extended to 12:00 pm (noon) Eastern, July 22, 2015 and the white paper submission deadline is hereby extended to 12:00 pm (noon) Eastern, July 30, 2015. The full set of changes made to the BAA schedue of events can be found in red in the attached, amended BAA. In addition, a Frequently Asked Questions (FAQ) document is attached to this amendment.

The purpose of this amendment is to remove "omission" as a definition used during white paper and full proposal reviews. In addition, minor revisions have been made to the time that white papers and full proposals are due to provide clarity. White papers and full proposals are due at 12:00 pm (noon) Eastern Time. The attached amended BAA reflects these changes. No further changes, including due dates, have been made to this BAA.
