Kiosk Access Control Point (KACP)

The Homeland Security Act of 2002 (Public Law 107-296) states that DHS S&T will "support basic and applied homeland security research to promote revolutionary changes in technologies; advance the development, testing and evaluation, and deployment of critical homeland security technologies; and accelerate the prototyping and deployment of technologies that would address homeland security vulnerabilities." Pursuant to this mission Department of Homeland Security (DHS) Science & Technology (S&T) Directorate, Explosives Division (EXD) recognizes the need for state-of-the-art access control point systems that shall primarily effectively and reliably verify/authenticate credentials with a secondary capability to detect a wide variety of trace explosives on the individual's credentials through a checkpoint and alert Security Officers (SOs) to anomalies found on divested individuals' credentials. This capability shall be implemented as a standalone kiosk (containing an identification credential verification and trace explosive detection capabilities that can be selectively switched on or off) and integrated with an operator's console at a security check point. DHS recognizes that the integration of credential authentication with trace explosives detection will require diverse expertise from the offeror; therefore, teaming between firms with the appropriate technical and manufacturing capabilities is strongly encouraged.
